$200 Million Required to Fully Rehabilitate Tema Oil Refinery – Edudzi Tameklo

The Chief Executive Officer of the National Petroleum Authority (NPA), Mr. Edudzi Kudzo Tameklo, has disclosed that an estimated US$200 million is required to comprehensively rehabilitate the Tema Oil Refinery (TOR) and significantly enhance its production capacity.

Speaking on TV3’s New Day on Monday, December 29, Mr. Tameklo acknowledged the government’s efforts in restoring refining activities at TOR but stressed that sustained and increased investment is necessary to elevate the refinery to optimal performance.
“Although the refinery has resumed operations, I strongly believe there is the need for government to commit additional investment,” he stated.

He explained that the vision for TOR should extend beyond meeting domestic fuel demand to positioning the refinery as a regional hub capable of serving markets outside Ghana. “We should not limit ourselves to a refinery that serves only the Ghanaian market, but one that can operate beyond our borders,” he said.

Mr. Tameklo also commended Ghana’s first President, Dr. Kwame Nkrumah, for the foresight in establishing the Tema Oil Refinery as a foundation for national energy independence. He, however, expressed concern that the country has struggled to sustainably maintain the facility over the years.
He noted that increasing TOR’s output to about 45,000 barrels per day would significantly enhance Ghana’s image and energy standing, expressing optimism about the refinery’s long-term potential.
